Kalabu Tax Free Zone

The Kalabu Tax Free Zone (KTFZ) provides an excellent option for businesses wanting to establish their manufacturing operation; processing plant or Information Communication and Technology (ICT) related business activities.
LOCATIONKTFZ is approximately 215km from Nadi International Airport; 20 minutes drive from Suva Port and 20 minutes drive from Nausori Airport.
The Zone is situated at Daniva Road, Valelevu, Nasinu with a total land area of 49 acres under Crown Lease.
ABOUT THE ZONE
KTFZ continues to offer high potential for growth and exciting opportunities for new investment particularly in the field of ICT.
The Zone is a result of a Government investment and export development project that was financed by the European Union from the sixth European Development Fund and was officially opened on September 1, 1997.The Fiji Trade & Investment Bureau was appointed by Government to administer the KTFZ, following which a Division of Investment Fiji was established to manage the site. This Division is based within the Zone. KTFZ is staffed by a manager, property services officer, property administration officer and a maintenance team.
DEVELOPMENT OF THE ZONE
KTFZ has significantly contributed to economic growth and employment creation from its inception and has expanded its facilities with the construction of new, and conversion of existing buildings, for ICT purposes over the years. Eight lots remain vacant and are available for future expansion to accommodate new investors. Developments so far at KTFZ have contributed towards creating employment for over 1,000 locals and have generated numerous other benefits for the Fiji economy.Business activities accommodated at the Zone over the last 12 years are as follows:
- Clothing & textile manufacturing operations exporting to Australia, New Zealand and the United States. Current companies include Mark One Apparel and Lyndhurst Limited;
- Shoe manufacturing of Australian Brand ‘Rivers’ and ‘Casual Wear’;
- Rope manufacturing of renowned ‘Kinnears Rope’ of Australia;
- Distribution centre for Nestle (Fiji) Limited products;
- Storage of raw materials for local corrugated carton manufacturing by Golden Manufacturers Limited;
- Organic soap and lotions manufactured for US and local markets;
- Business process outsourcing (BPO) activities undertaken by ANZ Pacific Operations, a subsidiary of ANZ Banking Corporation;
- Voucher processing operations for Australian and New Zealand markets operated by Sublime Outsourcing (Fiji) Limited; and
- Call-centre services rendered to the world’s leading airlines by Mindpearl Limited.
The site was designed for industrial and commercial purposes, planned with various platform levels that are aligned to a sloping contour. Infrastructure on site includes:
- Perimeter chain link fencing;
- Onsite 24 hours, 7 days a week security patrolling the premises;
- Bitumen sealed roads;
- Good water supply;
- Sewer system linked to treatment plant;
- Good drainage system;
- Redundant closed fiber optic telecommunications link;
- Underground telecommunications copper link;
- Good power supply (4 x 750Kva sub-stations and 1x1500Kva sub-station); and
- Street lights.
FACILITIES
- The factory buildings initially comprised a total gross floor area of 137,000ft2. Construction consisted of 5 factory buildings, a Customs & Administration building and a Service Centre Complex housing 6 commercial shops inclusive of a crèche for the convenience of working mothers employed at the Zone.
- Factory buildings have been designed to accommodate light industries and can house operations requiring floor production area from between 5,000 to 30,000ft2.
- Three additional factory buildings were constructed between 2000 and 2003. New extensions were also added to two of the factory buildings and factory 7 was refurbished into an ICT Call-Centre for Mindpearl Ltd. Total factory gross floor area has increased from 137,000ft2 to 313,113ft2, a growth of approximately 129 percent.
- Potential exists for further expansion with 8 vacant lots available for leasing and construction of new buildings.
- Child Minding Centre at the Zone
- Investment Fiji converted a factory building for ICT purposes that was completed in July 2006. The building is occupied by ANZ Pacific Operations (formerly known as Quest Ltd).
- Investment Fiji has also converted another factory building into a call-center for Mindpearl Ltd, which was completed in November 2009.
ICT is one of the priority sectors that Investment Fiji is promoting to attract investment. KTFZ complements Investment Fiji’s investment promotion and facilitation role with the current facilities and ability to convert industrial buildings for ICT purposes.Two ICT companies are currently operating at the Zone; ANZ Pacific Operations Ltd, a subsidiary of ANZ Banking Corporation and Mindpearl Ltd, a South African company that provides call-centre services to some of the world’s largest airlines.
ICT tailored buildings at KTFZ have a dedicated backup generator, VRV air conditioning system, Cat 6 network cabling, electronic access system, fire protection system and commercial carpeting.
Some of the additional services provided at the Zone by the respective ICT companies to create an employee friendly work environment for their staff, include the following:
- Mini fitness gymnasium;
- Volley ball court;
- Covered awning area for staff social functions and smoke out areas;
- Traditional Fijian Bure for BBQs;
- Industrial kitchen with organised catering services; and
- Pool table and other recreational facilities.
- World class telecommunications infrastructure - Telecom Fiji Limited completed the laying of fibre optic cabling within the premises in 2006 and upgraded this network in 2009;
- Reliable security services - KTFZ offers 24 hour, 7 days a week onsite security services and is securely fenced;

- Located away from the Suva penninsular earthquake fault line and well above sea level threats;
- Modular building design provides ability to divide facilities to sub-lease. Height of buildings provide allowance for an additional floor. Existing building widths are 21 meters but vary in length, with heights at over 6m;
- Landscaping services - Landscaping at the Zone enhances the aesthetics of the factories and produces a refreshing, beautiful environment for clients and visitors; and
- Crèche to cater for children of workers at the Zone.
Options to build or lease purpose designed buildings at the Kalabu site can be discussed with Investment Fiji. Investment Fiji can assist and support investors establish at the Zone, based on the following:
- Enter into an MOU.
- Provide security deposit equivalent to 2 months rent.
- Rental rates depend on either (i) commercial purposes or (ii) industrial purposes. Commercial and industrial rates are charged on a sqft/annum basis and are highly competitive. Rates may vary depending on the specific needs of investors.
- Rental terms preferences is for medium to long-term leases between 3 - 15 years.
13 year tax holiday is available to ICT businesses that establish at the Zone, subject to meeting the relevant criteria.
Incentives available for ICT businesses at KTFZ (declared as Fiji's ICT Economic Free Zone), under the amended, 6th Schedule of the Income Tax Act are for businesses providing services specifically based on utilising information technology, and delivered by making use of open networks and telecommunications, such as:

Onsite are six buildings designed for manufacturing / warehousing / storage and two converted ICT buildings.The facilities at the Zone also include an Administration building and a Service Centre Complex.
- The Administration building houses Investment Fiji officials who manage the Zone.
- The Service Centre Complex is designed to complement the labour market within the premises, housing 7 commercial outlets, 3 bulk/storage spaces, a manufacturing facility and child minding centre.
